In a bowl, coat the shrimp evenly with cornstarch.
Heat a skillet over medium-high heat and add vegetable oil. Fry the shrimp until golden on each side, making sure not to overcrowd the skillet. Fry in batches if necessary.
Remove the shrimp and set aside. Drain excess oil from the pan and return it to the stove.
Over medium heat, add olive oil, butter, minced garlic, red pepper flakes, honey, chili powder, salt, black pepper, and rice vinegar to the skillet. Stir and simmer. Once simmering, add 2 more tablespoons of butter and mix well.
The sauce will thicken. Add the shrimp back into the skillet and toss until coated evenly with the sauce.
Remove from heat, garnish with cilantro or green onions, and serve hot!
